The Commission, appointed by Congress, was mandated by the Child Online Protection Act, approved by Congress in October 1998. The primary purpose of the Commission was to "identify technological or other methods that will help reduce access by minors to material that is harmful to minors on the Internet." The report was released to Congress on October 20, 2000. The original and amended texts of the act are in the Appendix of the report.

In order to help librarians "understand state confidentiality laws so they may respond quickly to any requests from law enforcement" the Office for Intellectual Freedom of the American Library Association has made available, online, the various states' statutes governing privacy of library records.

Supreme Court Decision in Reno v ACLU view detail comment email this

The American Civil Liberties Union site with information about the appeal to the Supreme Court to overturn the Communications Decency Act. The Supreme Court heard the case March 19, 1997. Their decision was handed down June 26, 1997.
