For this water bank, the California Department of Water Resources "will purchase water from willing sellers from water suppliers upstream of the Sacramento-San Joaquin Delta. This 2006 review of a book about cholera epidemics in the 19th century discusses how English doctor John Snow discovered that this disease was often communicated through people drinking contaminated water (rather than through coming in contact with "noxious miasmas," as many postulated).
