This study ranks the largest ten U.S. cities with populations of 250,000 and above. The six key indicators of literacy are "newspaper circulation, number of bookstores, library resources, periodical publishing resources, educational attainment, and Internet resources." The study was published by Dr. John W. Miller, president of Central Connecticut State University (CCSU), in collaboration with the Center for Public Policy and Social Research at CCSU.

This panel was convened by the National Institute of Child Health and Human Development (NICHD) in 1997 "to assess the effectiveness of different approaches used to teach children to read." In 2000, the NRP concluded its work and submitted "The Report of the National Reading Panel: Teaching Children to Read." Then he and the journal "are sent to another school where students there treat Flat Stanley as a guest and complete the journal.
