This site "evaluates states on their performance in higher education." Provides a series of biennial, national and state-by-state report cards, beginning in 2000. From the National Center for Public Policy and Higher Education, a nonprofit organization that analyzes "policy issues facing the states and the nation regarding opportunity and achievement in higher education."
