Final Report of the COPA Commission
The Commission, appointed by Congress, was mandated by the Child Online Protection Act, approved by Congress in October 1998. The primary purpose of the Commission was to "identify technological or other methods that will help reduce access by minors to material that is harmful to minors on the Internet." The report was released to Congress on October 20, 2000. The original and amended texts of the act are in the Appendix of the report.
