In-Use Vehicle Emission Testing and Recall
This site from the U.S. Environmental Protection Agency provides "information about recall settlements and consent decree agreements reached between the Automotive Industry and EPA and a listing of the Voluntary recalls by calendar year submitted to EPA by the Automotive Industry. The In-Use Testing results obtained since 1971 and in compressed databases are also available for downloading."
